Try editing your HOSTS.LIST file and adding LOCALHOST explicitly.
Then run install.pl again

When switching from old systems to the new LAPTOP=YES environment
there is a gotcha in install.pl which is probably the cause of your
problems.  AIPS no longer uses PWD it uses AIPWD which should build in
SYSLOCAL.  But with a pre-existing HOSTS.LIST and installing on a new
host (LOCALHOST) the HOSTS.LIST is not updated and so when
sub-processes try to run they do not know the architecture and so do
not know what to do.

I wonder if i can figure out how to fix this (in 31DEC04 of
course...)
