[daip] Draft AIPSLetter

I have completed a draft of the AIPSLetter.  I will put paper copies
in everyone's mailbox.  If you want to get it electronically it is at

There are two tables of shipping by country.  If we do not add any
material, I will drop one so as to make an appropriate number of
pages.  Are there votes for alphabetical versus numerical order?
