I had VLBACALA abort after running ACCOR because CUTOFF was set to -1.
It seems that CUTOFF is not set in the VLBACALA procedure or in the
VLBACALA inputs.  Having such "hidden" variables is dangerous.  I presume
that this is the result of the procedures not having yet caught up with
the recent changes in CLCAL.  Most of the VLBA procedures will probably
need such catch-up.
