I am having trouble telling what you have been up to here - the
INSTEP2 starts  several days before the INSTEP4 and has numerous
partial restarts etc. with no evidence that it ever ran to completion
in APLGEN, YSUB and others

Please do the following after the 31DEC02 is gone from
$SYSLOCAL/CCOPTS.SH and ~/.AIPSRC

cd $AIPS_ROOT
source LOGIN.CSH
$CDTST
cd $TST/$ARCH/INSTALL
rm *.LIS *.LOG
rm $LIBR/*/SUBLIB
rm $LIBR/*/*.o

INSTEP2

when that finishes with no error

INSTEP4

You will then have to 

RUN FILAIP
1 -100
4 2
35

RUN POPSGN
0 POPSDAT TST
<cr>

The XAS business will also have to be dealt with.as well.
