[daip] problem with UVFLG + EDITA

Do you run the MNJ to 31DEC03?  I have looked over the code and saw
that certain perfectly reasonable combinations of flag parameters
would not cause the table data to be flagged.  Mostly these are the
SUBARRAY (0 which should mean all meant none to EDITA) and spectral
channel (1-100 where there are 100 channels meant none to EDITA).
If you think these are not the culprits please send me a list of the
FG table input to EDITA.

I will work on the scaling problem soon
