There are two possible thoughts on this issue:

1. The task REMAG will convert the magic value blanks into any value
you like.

2. 31DEC03 AIPS allows PCNTR to read in a text-file OFMFILE of your
choosing.  The standard files all set 0 to 0 and magic blanks all get
zero.  You may be able to fool it into 0 getting 1 by copying say
RAINBOW from $OFMDIR to a private area of your own and then editing
the text file and using it in PCNTR.
