I have looked at this and have no real answer.  This mode selects 31
channels from a possible number that is substantially larger.  The
setting of the reference pixel (for both the 98 and 49 kHz data sets)
depends on a shift parameter.  That appears to be zero in your file
for both data sets.  Although this is a legal value I would also worry
that it could have been lost either to problems in the 1983 era
formats or in the translator which converted those old archives to the
"modern" form.  I know no way to tell what the correct value should
be.
