This is a standard Solaris problem.  Add to /etc/system (as root)

* Large shared memory segment for 24-bit AIPS TV, from Dave Brown
* harmless on systems that won't actually use it, so generic
 
set shmsys:shminfo_shmmax=8388608


Then reboot and you will be allowed larger shared memory pages.

If RUN FILAIP does not work on a machine then nothing will and you
will need to resolve the license issues - a real Solaris guru could
tell you more.  It may just have to mount some disk somewhere with the
libraries.
