The problem arises in your operating system I believe.  In order for
file locking to work, certain daemon  processes must be running.  One
of these is lockd but there is another one too whose name I am not
remembering.  I am assuming you are running linux, and the author of
that part of the Linux kernel is supposed to be in this building but I
cannot find him.

 Perhaps it is inetd - anyway I will forward your query to him.
