Then you did not install with a large AP but instead a very small one
(5 Megabytes).  Your file ~/.AIPSRC may show this or maybe the PAPC
file was not updated....So

cd $AIPS_ROOT
source LOGIN.CSH
$CDTST
cd $INC/NOTST/$ARCH
more PAPC.INC        - this should make it clear what you used.

edit that file

Then

COMRPL $APLGEN/ZDCHIN, $QOOP/*.FOR $QPSAP/*.FOR

COMLNK $AIPPGM/{SETSP,FILAIP,FILAI2} $AIPNOT/SETPAR

COMLNK $QPGM/*.FOR, $QPGNOT/*.FOR $QPGOOP/*.FOR $QYPGM/*.FOR $QYPGNOT/*.FOR

RUN SETPAR again and this time set the largest it allows.
