MOMNT is not one of the good programs - the person who wrote it
deliberately violated all of our standards at the time.  It works so
it has survived more than many others of its kind.

The support size is 
          Min (11, 2 * Nint(cells(2)) + 1)
as you have noticed.  The HI file reflects what was used fortunately

No one else in 15 years has noticed...
