[daip] Another installation problem

The Make file for XAS has a problem that install.pl tries to work
around.  It wants to move $LOAD/XAS to $LOAD/XAS.OLD which is fine
except when there is no $LOAD/XAS.  So

touch $LOAD/XAS
cd $YSERV/XAS
make

should now work.  It is odd that DEC alone seems to die in this way on
what appears to be reletively legitimate code in the Makefile.
