When new adverbs are created, they are placed in the POPSDAT.HLP file.
 Then when a site runs the "midnight job" to update its version, the
manager is instructed to 

RUN POPSGN
0 POPSDAT TST
<CR>

This makes the new vocabulary available to users.  The installation
process initially runs POPSGN as well to make any vocabulary
available.

Some portion of this clearly has not been done correctly by your aips
manager.  There is a run file that you can run that will also define
the adverbs - so you are not totally dependent on your manager's
diligence.

Say

RUN NEWPARMS

Then the adverb should be known to your system.  If even that does not
work, then it appears that you have a partial installation of mixed
vintage.  All bets are then off, needless to say.

You can create the adverb NCHAV also by entering

PROC ADUMMY
SCALAR NCHAV
FINISH
