Well, I'd say something went wrong in the installation, and to debug that 
we'd need much more info. Like which version, what machine, how you did it 
- by hand or install.pl - your inputs and the (error) messages it gave.

On the other hand, maybe RUNning FILAIP, SETPAR and POPSGN by hand as
described in the INSTALL.PS document might solve your problem. 

I have never seen this before, maybe it is also due to your security system
or something else site dependent, but for tacking that we need more info.
