Yes.  Make sure you have the XFree86-devel RPM installed.  You will find
it on one of the two main install CDs under /mnt/cdrom/Redhat/RPMS/ (with
a version number, e.g. XFree86-devel-4.1.0-15.i386.rpm).  As root, type:

     rpm -Uvh /mnt/cdrom/Redhat/RPMS/XFree86-devel-4.1.0-15.i386.rpm

and you will get the required files.
