[daip] AIPS under RedHat

I may be testing it in a few minutes - we are installing it  as I type
this note.  The real issue is the compiler.  See our notes on the www

The 3.0.? compiler seems also to work.  Just DO NOT use the so-called
2.96 compiler supplied by RedHat.
