This is a different problem from the CROSSPOL one . You have
used up the memory in POPS (VLBAUTIL is very big), try COMPRESS
if that does not work then you will have to do a RESTORE 0.
RESTORE 0 will get rid of all your procedures though.  If
you do a RUN CROSSPOL in vers 'OLD' or 'NEW' it should work
after that.

In order to fix the VLBAUTIL bug could you send me your 
VLBACPOL inputs?
