[daip] Status of date/time change on MNJ

Here's the current 0_README file from ~pmurphy/aips/MNJ. I've just gone
through all the $UPDUNIX files to see what needs changed, and come up with
the list shown in the file.

This area for modifying the MNJ to have full time code. This is going to
be achieved mainly by forcing the RunTime variable to have complete date
and time code, and ensuring the two utility C programs can handle this.
The format used will be the output of "date -u +%Y%m%d.%H%M%S". Note that
this is (a) in Universal Time, and (b) produces a sortable date.
When this comes to be deployed, the checkout system will need frozen for a
period of 24 hours to make 100% sure nothing will be lost. This may be
paranoid, but it's the only way to ensure correctness.

UPDSSHD.PL possible Perhaps should log in UT?
COMRPL.ADD possible | These are put in $SYSLOCAL by MAKE.MNJ. Might
COMLNK.ADD possible | need some work?
In addition, the $SYSPERL/MNJWATCH script may need changing; I haven't
checked it yet.
