Well that explains why FRING doesn't think a CQ table exists.  But I
still want to figure out why FITLD doesn't create one.  It is probably
because of some incorrect subarray condition, which is annoying because
this is not a rare occurrence.

The only way to "create" a CQ table is to TACOP it and then TADED
it.  The other option on the same vein is to use TBOUT then edit the
table with your favorite editor and then use TBIN to attach it to the
uv file of your choice.
