[daip] tape drive problems

It would appear as if the ZTAP2.C is not recognizing beginning of tape
and so returning an error.  Were I there I would edit
$APLLINUX/ZTAP2.C to turn on all the debug printing, linke edit it
with AIPS.FOR and run an AIPS.EXE in debug in my local area.

We have DDS-4s and have no trouble so I have asked around to see if
there are any special installation parameters needed.  It is also
possible that DDS-4s come in multiple flavors and the code for one may
not work for all.  Tapes are a big pain!
