[daip] Possible bug in PCAL or History

To whom it may concern:
There seems to be a BIF/EIF inconsistancy between the setup of
PCAL and the reporting of its execution in the History file.
For example, the setup and execution

The misreporting of BIF may be unique to PCAL, as at least some
other tasks get it right.
This is probably old news, as I am still using AIPS(15Oct98).
