The 31DEC02 version of aips is being created on the new
code-repository computer at the AOC known variously as lcomp,
mnj.aoc.nrao.edu, and bob.  I hvae frozen TST (31DEC01) on kochab in
order to facilitate this overhaul.  The steps that I see for now are:

1. Copy Rcs/TST area 31DEC01 from kochab to bob as 31DEC02 master
2. allout this master to cleartext area
3. INSTEP1 on bob
4. chkout/putbck/COMRPL: COMRPL, COMLNK, $*/CDVER.*, GETRLS, and
   others that have the 31DEC01 string in them
5. start aipssrc or aipsmgr cron jobs to make the daily tar ball and
   anonymous ftp cvs copies of 31DEC02
6. create at the AOC on filehost a /home/AIPS/31DEC02
   copy the new tar ball to it
   do an update.pl with INSTEP2 and INSTEP4
7. move the version IDs in the AOC (filehost) so that TST=31DEC02,
   NEW=31DEC01, OLD=31DEC00 and remove 15OCT99
8. Start modifying the MNJ to work in the new system:
      a. Initial cvsup
      b. copy the *.UPD files to $UPDATE=$VERSION/$ARCH/UPDATE
      c. Do the special report
      d. UPDLSTDAT on the .UPD files
      e. do some of the REMOVE operation (libraries)
      f. do the COMRPL and COMLNK operations and reports as needed.
   Test it all in the AOC (filehost to bob run probably by bob)
9. When that works do an install in CV (or Tucson) and test that
