I have solved the problem:

1. Make sure the logicals are known - they should be.  E.g.
   echo $APLSUB
   should show something real = $AIPS_ROOT/31DEC01/APL/SUB

2. mv $APLSUB/JPR{ECS,ENU}.FOR $APLNOT

3. cd $LIBR/APLSUB
   ar -d SUBLIN JPRECS.o JPRENU.o

4. cd $TST/$ARCH/INSTALL (where you were)

5. COMRPL $APLNOT/JPR{ECS,ENU}.FOR

6. Restart INSTEP4


I am sorry about that - the library structure has confused the
programmer correcting our precession routines.
