Try reading some of the CookBook. In each of the early
chapters it describes what to do with a FITS file. You place them
anywhere you want and then run UVLOD or FITLD to load them into AIPS.
We do not process FITS files directly - only through readers and
writers. The CookBook is available in $AIPSPUBL as files COOK*.PS or
from the www via a table of contents called
          http://www.cv.nrao.edu/aips/cook.html

The directory /etc exists, the file in it named services exists
- or you are not running Unix. Whether the list of system services
comes from this file or via "yellow pages" or some other site-wide
server depends on your site. See a system manager; root privilege is
required to edit this file.
