{ISPEC should be able to plot velocity increasing to the right, as
 can POSSM.
  
 My ISPEC plots have zero velocity at the ref pixel instead of the
 value for the ref pixel listed in the header. In short, it seems to
 give me velocity relative to the ref pixel even when ltype=3.
