I believe that the cryptic GDECON ERROR NO 12 indicates that the new
beam is not compatible with the old one. Although the help file says
that the new beam should be larger than the old beam it appears that
the actual condition is that the half-power ellipse for the old beam
should fit inside the half-power ellipse for the new beam. In this
case it does not because the major axes are misaligned by about 43
degrees (I suspect that you did not mean to set SCALR3 to zero).

I think that the same constraints apply to CONVL with OPCODE='GAUS'
(which appears to do the same job as SMOTH) but it might be possible
to deconvolve the old beam (CONVL or DCONV) and then convolve with the
new beam (CONVL) in separate steps.
