Hi all,

There's an annoying problem that bugs me--maybe nobody else thinks
it's a problem.  All AIPS programs that apply flags seem to default
to the highest numbered FG table.  However, UVFLG defaults such
that FLAGVER=0 --> 1.  I just (yet again) ran into the problem
where I carefully copied FG 1 to FG 2 , so that I could go back to FG 1
if I had to, then found myself accidentally flagging in the
wrong table because of the different defaults.

Is there any reason why UVFLG couldn't be changed so that 0 defaults
to the highest FLAGVER?
