[daip] Bug in DBCON affecting combination of UV datasets

The author(s) of DBCON did not allow for renumbering or other
rearrangements of the FQ table.  In particular, they did not expect
that one would combine 2 data sets with different numbers of FQs.
The out pput file had 1 FQ because the 1st input one did.  If you
reversed the order of the two files, you would have found a warning
about potential mismatch and all 3 written out.

I will look at an upgrade including a possibility of renumbering the
FQs.
