[asac] ASAC charges

Well, it is not very prominent, but it is there in charge 3:  "Progress 
on establishing the principles which will govern the ALMA Development 
process will also be reported." and then "ASAC is requested to 
comment...".  In fact there has been quite a bit of progress in deciding 
how this is really going to happen, so I hope we can have some useful 
discussion, but it is of course true that we do not expect to have a 
detailed discussion of individual development projects.
