[asac] Vice chair from EA

Dear All,

Onishi-san's term of the ASAC chair ended in last month.
I appreciate his efforts for this one year and I would like
to announce about a vice chair from EA.
After discussion among EA ASAC members, Momose-san agreed
to be a vice chair.  I hope he will make a good contribution
with Frederic.
