[asac] CSV Material

Dear ASAC

I have attached the current version of the CSV Plan (as distributed on paper to
the ESAC yesterday) and my presentation at the ESAC meeting.

It is likely that the Plan will be iterated up to the ASAC meeting and that a
revised version will be distributed there, but hopefully the changes will not be
too gross.
