[asac] proposed changes to Charge 3

Hi, everyone,

The Board is considering a revised version of Charge 3. The new version 
reads:

Review the existing analysis fo the polarization and mosaicing performance 
of the hybrid ALMA array and consider the priority and timescale for 
further analysis by the Science IPT

Board members have until Dec 14 to suggest additional changes.
