[alma-config] uv metrics

I am putting together the agenda for the config PDR in Tucson,
and I need a volunteer to summarize and discuss the uv metrics.
Ed is not coming to the meeting, so we will need someone else
who feel passionately about it.  Stephane will talk briefly
on a related issue, but I need someone to summarize the 
discussions to date.  Thanks in advance.
