[comm] Fyi: IP Addresses and Cost To the Library

     I was curious if this was the case since it'd be more
overhead to track by host.

     What's the cost per network per vendor more or less ?
How many diffferent vendors are there ?

     As far as the plan to reduce networks it looks fine
to me.
