[alma_na] Board Document Added to ALMAEDM

I have added two documents to the ALMAEDM site.
 
The Bilateral ALMA Agreement, as signed by the NSF and ESO on 25

Version 1 of the ALMA Project Plan can be found at:

The Project Plan was submitted by the JAO to the ALMA Board for
approval. It is a living document that will be updated, with Board
approval, to represent the current plans of the project. Version 1 was
approved by the ALMA Board at its 24 February 2003 Meeting.
