[wfc] WGAS FITS Committee vote on bintable proposals

I hereby announce the results of the WGAS (i.e., North American) FITS
Committee's votes on the two Bintable proposals:

Proposal 1, to incorporate the Variable Length Array convention into the
FITS Standard (choose 1):

  13  Yes
   0  No
   0  Abstain (explicit)
   5  Abstain (implicit, by failing to cast a vote)

Proposal 2, to incorporate the TDIMn multidimensional array convention into
the FITS Standard (choose 1):

  13  Yes
   0  No
   0  Abstain (explicit)
   5  Abstain (implicit, by failing to cast a vote)

Hence, both proposals are accepted with the required 2/3 majority.
