WFC: Year-2000 issue (again)

Speaking as an ex officio member of the WFC, and as chair of the NASA
FITS Technical Panel, I would like to urge that two more things be done
before this proposal is voted on:
1) Any of the material from items 1-4 that is key to the understanding
of the proposal must be included in the proposal explicitly. Most of
these points are already incorporated, but some are not. But, for
example, item 4 talks about the Z qualifier as being discouraged, but
this qualifier is nowhere mentioned in the actual proposal. The proposal
needs to stand on its own.
2) The various time systems, as represented by UTC, TAI, ET, etc., need
to be defined more fully in the proposal. That is, a mapping from the
abbreviations to full names should be spelled out, and a reference to
the Astronomical Almanac for full explanations should be included.
