I support this proposal subject to the clarifications proposed by:
Schlesinger (re: ASCII full-stop and title for section 4)
Lupton & Allen (re: 'T' time designator)
Pence (re: 1998-01-01 date for commencing writing of new format)

I do share Schlesinger's question about how one determines or defines
which time system is dominant in an HDU, and would like to see this
point further clarified.

Thanks to everyone who has worked so hard on this proposal.
