Hi Folks,

I finally got a chance to review this proposal.  It is very complete and is
straightforward.  I identified only a couple of minor issues and they have
already been addressed in earlier postings.  I would say that with a few
minor edits based on the comments already received, it is ready to move on
to the IAU FITS committee.
