[vlbatests] New pointing model parameters for SC and HN installed

Dear Operators,

I've installed the new pointing model parameters for SC and HN in the database.
Please restart executor whenever practical, so the new parameters will take effect.

(Just FYI I'm attaching the ptanal.parm files with the installed pointing model parameters.)
