[Mnj] AIPS and rsync

AIPS now uses rsync for binary installs and for all MNJ updates.  A security flaw has been identified in rsync and NRAO's security team has shut down all public access via rsync.  They expect to complete a patch against this flaw fairly soon and then rsync access will be available again.  Until then, patience is required.
