[Mnj] Patches, new tasks

A serious bug in DBCON affecting concatenation of data sets with 
different frequencies was found as well as bugs in DFTPL and other 
tasks.  The current 31DEC16 patch list is
   1   POSSM would not label correlation functions in seconds 2017-01-04
   2   ATLOD would not open disk files properly.              2017-01-06
   3   CCRES did not honor image blanking                     2017-01-12
   4   DFTPL did not use the correct frequencies when BIF>1   2017-01-31
   5   DBCON scaled uvw wrongly when combining data sets of
       different frequencies                                  2017-02-24
   6   DFTPL did not address data correctly when the input
       had more than one Stokes                               2017-02-28

There are several new tasks in 31DEC17:

1. AGAUS to do Gaussian fitting of absorption spectral cubes
2. ZAMAN to do Zeeman splitting fits in absorption cubes
3. DFTIM to make waterfall images (freq vs time) for some position from 
a uv data set.

A MNJ on 31DEC16 will get the patches - but do also install 31DEC17.
