[Mnj] UPDUPDATE

I have written a new script that will do the POPSGN, make MNJ, and
even move files to the $AIPS_ROOT area (editing in the $AIPS_ROOT
definition).  So far I have not putbck the files that will use this
script (I will probably do that tomorrow).  But, to get the script to
function for you you must

cd $TST/$ARCH/UPDATE
ln -s $UPDUNIX/UPDUPDATE UPDUPDATE

This probably should not be done until May 4 since there were problems
with the text and the permissions (+x needed) on this file and I just
put it back.
