[mmaimcal] Nutator technical specification

Folks,

The Nutator technical specification is ready for review.  I think that a
number of you may be interested; I meant to note this in the telecon this
morning but forgot to do so.  This is an antenna IPT document, and should
satisfy the Nutator Requirements which we published late last summer. also

In addition to technical accuracy, please keep in mind any requirements
that you would consider excessive so we can reduce the complexity if
possible and save money and time.

the appropriate persons, but feel free to copy them to the almasci
