Good news is that day before yesterday the House subcommittee on NSF approved 
a bill increasing NSF funding by 9.4% with an increase of 11.3% in the MRE line 
from which ALMA funding has arisen.  I don't know if ALMA is in the MRE 
plan yet but these numbers look encouraging.  And of course this needs to go 
through the full subcommittee then the House then the Senate then the conference
committee then the President yet...
