[mmaimcal] phi_rms vs. tau_225

Last week, Bryan commented (offhand?) about good transparency and phase
stability occuring together. In fact, as Colin Masson and others pointed
out ages ago, there is remarkably little correlation between the two. 
Plots of phi_rms vs. tau_225 for 1999 January - November (below)
illustrate this. The data were synchronized within 5 min.
