Actually, Larry's baseline at this meeting is  2 subarrays.  It was thought
that VLBI would be seldom encountered.  

Jack Welch's total power memo does recommend all antennas be equipped with
total power equipment.  Stephane did not give me deatila of his argument,
except that he expects mosaicing only 25% of the time.

Fuller report coming up...No. antennas to be in total power is to be decided
in Leiden.  Also, need a report on nutator characteristics.  The trend seems
to be that we either need an all singing all dancing one or none at all.
Jaap and Darrel are charged with finding a design to steal.  If there
is to be a nutator, both prototypes are to have one.
