[Gb-ccb] Updated CCB library

As requested at the CCB telecon, I have made a couple of minor changes
to the CCB interface library.

1. When running the demo part of the CCB server, the fake monitoring
    values that the server generates are now equal to the expected
    nominal values for the real monitor points, with some added noise.

2. I got rid of the bogus compiler warning (by conditionally not
    performing the problematic bounds-check when the bounding value
    happens to be the maximum value of the containing datatype).

The updated code can be found in a tar file at:

   ~mshepher/ccbcode.tar.gz

The corresponding compiled binaries and libraries can be found in:

   ~mshepher/bin/
   ~mshepher/lib/

respectively.
