[Gb-ccb] Alternative Spartan-3 development board

I have found an potential alternative Xilinx Spartan-3 development
board, from Memec Design, costing $195.

This is the "Spartan-3 LC" development kit, and has part number
DS-KIT-3SLC400-PAK. It is listed at:

where you will find it under the Spartan-3 heading. Note that the same
part number is listed later on in the same web page under the
MicroBlaze heading, where it costs a lot more. This is because the
latter reference includes extra development software (that we don't
want).

This board contains a 400K gate, 208-pin flatpack Spartan-3 FPGA,
which is probably the same chip that we are planning to use in the
CCB.
