[fitswcs] Version 0.98 of the WCS Time Standard Draft Available for Review

After the release of draft version 0.93 of the WCS Time paper for
public comment, the authors went through a few more drafts and are
happy to present for public comment version 0.98.

Changes since version 0.93 are printed in red.

We encourage the community to take a look at this draft, as it will
be a topic for discussion during the FITS BoF at ADASS XXII, next week
in Champaign, IL.
